Central Committee of the CPC
According to the Regulations of the CPC on the Central Committee, the Central Committee directs all Party work and represents the CPC in external relations when the Party's National Congress is not in session.
The Central Committee is composed of members and alternate members who are elected for a term of five years. In the event that a National Congress is convened earlier than usual or postponed, the term will be shortened or extended accordingly. The number of members and alternate members of the Central Committee is determined by the National Congress. The Central Committee members and alternate members must have a minimum Party membership of five years.
These members and alternate members are the backbone of the Party's governance. They are representatives from different regions, departments, sectors, and industries, who are politically sound and have demonstrated outstanding performance, which ensures that the mix is balanced and well structured. Their mission is to govern the Party and the country, run the military, and advance socialism with Chinese characteristics in the new era.
The Political Bureau, the Standing Committee of the Political Bureau, and the general secretary of the Central Committee of the Party are elected at the plenary session of the Central Committee. The general secretary of the Central Committee must be one of the members of the Political Bureau's Standing Committee.
Between the plenary sessions of the Central Committee, the Political Bureau and its Standing Committee exercise the functions and powers of the Central Committee.
The Secretariat of the Central Committee is the administrative body of the Political Bureau and its Standing Committee. Members of the Secretariat are nominated by the Political Bureau's Standing Committee and must be approved at a plenary session of the Central Committee.
The general secretary of the Central Committee is responsible for convening meetings of the Political Bureau and its Standing Committee and presides over the work of the Secretariat.
Only the Party's Central Committee has the power to decide on and interpret major principles and policies concerning the whole Party and the whole country. It coordinates the efforts to carry out the great struggle, develop the great project, advance the great cause, and realize the great dream and to ensure effective implementation of the Five-sphere Integrated Plan and the Four-pronged Comprehensive Strategy. It exercises centralized, unified leadership over major initiatives of the Party and the country and over all sectors related to reform, development and stability, domestic and foreign affairs and national defense, and the governance of the Party, the country, and the military.
The people's congresses, governments, committees of the Chinese People's Political Consultative Conference (CPPCC), supervisory, judicial and procuratorial organs, the armed forces, the eight political parties other than the CPC, prominent individuals with no party affiliation, people's organizations, enterprises, public institutions, primary-level self-governance organizations, and social organizations all operate under the leadership of the Central Committee of the CPC.

《中国共产党中央委员会工作条例》指出,在党的全国代表大会闭会期间,中央委员会领导党的全部工作,对外代表中国共产党。中央委员会由委员和候补委员组成,每届任期五年。全国代表大会如提前或者延期举行,中央委员会的任期相应地改变。中央委员会委员和候补委员的名额,由全国代表大会决定。中央委员会委员和候补委员必须有五年以上的党龄,人选应当集中各地区、各部门、各条战线、各个行业党的执政骨干和优秀代表,政治坚定、素质优良、分布均衡、结构合理,能够担负起治党治国治军、推进新时代中国特色社会主义事业的历史重任。
中央委员会全体会议选举产生中央政治局、中央政治局常务委员会和中央委员会总书记。中央委员会总书记必须从中央政治局常务委员会委员中产生。中央政治局和它的常务委员会在中央委员会全体会议闭会期间,行使中央委员会的职权。中央书记处是中央政治局和它的常务委员会的办事机构;成员由中央政治局常务委员会提名,中央委员会全体会议通过。中央委员会总书记负责召集中央政治局会议和中央政治局常务委员会会议,并主持中央书记处的工作。
涉及全党全国性的重大方针政策问题,只有党中央有权作出决定和解释。党中央统揽伟大斗争、伟大工程、伟大事业、伟大梦想,统筹推进“五位一体”总体布局、协调推进“四个全面”战略布局,全面领导改革发展稳定、内政外交国防、治党治国治军等各领域各方面工作,对党和国家事业发展重大工作实行集中统一领导。各级人大、政府、政协、监察机关、审判机关、检察机关,武装力量,各民主党派和无党派人士,人民团体,企事业单位,基层群众性自治组织,社会组织等,都必须自觉接受党中央领导。
