The 17th National Congress of the Communist Party of China grabbed headlines in Hong Kong newspapers on Tuesday.

The Wen Wei Po newspaper spoke highly of Hu's report, saying it charts a clearer roadmap for the country's development. It says the report shows the central government's greater attention in policies concerning Hong Kong and will help enhance its long-term prosperity and stability.

The Ta Kung Pao newspaper says the reform and opening-up not only conform to the will of the Party and people on the Mainland, it also strikes a chord with overseas Chinese, including seven million Hong Kong residents. The Hong Kong Economic Times commented that the Scientific Outlook on Development is a good response to new problems and challenges arising from the reform and opening-up.
