The following is the full text of Resolution of the Seventeenth National Congress of the Communist Party of China on the Report on the Work of the Central Commission for Discipline Inspection adopted at the Seventeenth National Congress of the Communist Party of China on October 21, 2007:
The Seventeenth National Congress of the Communist Party of China (CPC) has examined and approved the Report on the Work of the Central Commission for Discipline Inspection. It fully affirms the work of the Central Commission for Discipline Inspection.
The congress holds that under the firm and effective leadership of the CPC Central Committee, the whole Party and the entire society have worked together and achieved obvious results in improving the Party's style of work, upholding integrity and combating corruption.
The congress urges the Central Commission and local commissions for discipline inspection at all levels to hold high the great banner of socialism with Chinese characteristics, follow the guidance of Deng Xiaoping Theory and the important thought of Three Represents, thoroughly apply the Scientific Outlook on Development, perform all their functions and duties specified in the CPC Constitution, uphold Party discipline and the principle that the Party is strict with its members, and intensify their efforts to improve the Party's style of work, uphold integrity and combat corruption. Party committees at all levels must continue to strengthen their leadership over discipline inspection, attach greater importance to combating corruption and upholding integrity, take a clear stand against corruption, and pursue the principle of fighting corruption in a comprehensive way, addressing both its symptoms and root cause and combining punishment with prevention with the emphasis on prevention. They must step up efforts to improve the Party's style of work with the focus on maintaining close ties between the Party and the people, and enhance their capacity to fight corruption and uphold integrity with the focus on improving the institutions for punishing and preventing corruption. While resolutely cracking down on corruption, Party committees at all levels must work harder to remove its root cause, take preventive measures, and improve relevant institutions; extend the work to curb corruption at the source to more areas; and promote scientific development and social harmony, so as to provide an effective guarantee for implementing the major policy decisions and strategic arrangements made at this congress.
