The term of the Ninth CPPCC National Committee expired in March 2003. In the past five years, it upheld the system of multi-party cooperation and political consultation under the leadership of the CPC, held high the banner of patriotism and socialism, kept two major themes of unity and democracy in mind, and consciously submitted and devoted itself to the overall situation of reform, development and stability. It actively organized political parties, mass groups and people of various ethnic groups and circles in the CPPCC to give realistic and efficient play to the role of the organization, making remarkable contribution to reform and opening up, socialist construction and peaceful reunification of the motherland.

Encouraging achievements in participating in state administration. In accordance with the principle of "democracy, seeking truth, unity and cheer," the Ninth CPPCC National Committee carried out extensive and serious consultation and discussion of major state affairs and gave opinions and proposals. The Standing Committee of the Ninth CPPCC National Committee held 20 meetings and its chairman and vice chairpersons met on 48 occasions to air their views on issues including the implementation of the strategy of invigorating the nation through science and education, western development, rural work, environment and development, prevention and control of desertification, harnessing of major rivers and exploitation of water resources, nine-year compulsory education and relief of disadvantaged urban residents. On the basis of in-depth investigation and ample argument, their proposals provided imperative reference materials and grounds for decision making by the CPC Central Committee, the State Council and competent departments.

Remarkable contribution to the development of the patriotic united front. In the five years, the Ninth CPPCC National Committee held a series of major activities, including those commemorating the 100th birthday of the late Premier Zhou Enlai, the 100th anniversary of the Reform Movement of 1898, the 90th anniversary of the 1911 Revolution and the 50th anniversary of the founding of the CPPCC. These activities are conducive to carrying forward the national spirit of unity, patriotism and heroic struggle, along with the fine tradition of the united front.

Enhanced investigative work. The Ninth CPPCC National Committee established under it an additional population, resources and environment committee, and initiated and improved work systems of various special committees and strengthened their executive organs. In the five years, the committees organized special investigations on a number of topics and tabled 186 reports and proposals.

Fresh progress in prompting national reunification and enhancing ties between Chinese throughout the world. In light of the principle of "one country, two systems," the Ninth CPPCC National Committee was dedicated to social activities in all forms to advance national reunification and unity. In the five years, it invited more than 300 delegations and 4,300 people from Hong Kong, Macao and Taiwan to visit the mainland, promoting mutual communication and understanding between Chinese at home and abroad.

Active foreign exchanges. Foreign exchanges of the CPPCC are an important part of China's overall diplomacy. In the five years, the Ninth CPPCC National Committee sent 88 delegations to visit 76 countries and received 69 delegations from 34 countries. Up to now, the CPPCC has established ties with 158 institutions in 95 countries and six international or regional organizations.
