Work of the Ninth NPC Standing Committee

 

The term of the Ninth NPC Standing Committee expired in March 2003. During the five years in office, it achieved progress in all facets.

Legal system with Chinese characteristics taking form. In the five years, the Ninth NPC Standing Committee deliberated a total of 124 draft laws, judicial interpretations and decisions on legal issues. Of these, 102 were approved by the Standing Committee, seven were adopted by NPC sessions at the recommendation of the Standing Committee and four decisions on legal issues were endorsed by NPC sessions. On the basis of previous work, the Ninth NPC made unremitting efforts to bring into place laws of all categories required by a socialist legal system with Chinese characteristics. These laws, along with administrative statutes formulated by the State Council and regulations promulgated by local people's congresses, initially formed a Constitution-based socialist legal system with Chinese characteristics. In addition, a draft Civil Code, which will systematically regulate civil relations, was completed and discussed preliminarily by the Standing Committee.

Major progress in supervisory work. In the five years, the Ninth NPC Standing Committee checked the enforcement of 22 laws and legal decisions, and deliberated on 40 special work reports by the State Council, the Supreme People's Court and the Supreme People's Procuratorate. Meanwhile, the NPC special committees also examined the enforcement of some laws and heard the work reports of relevant departments. The supervisory work of the Standing Committee facilitated the implementation of the Constitution and other laws, and promoted the administration by law of the State Council and the administration of justice by the Supreme People's Court and the Supreme People's Procuratorate.

New situation in parliamentary diplomacy. In the five years, people's congresses at all levels received more than 440 delegations from foreign parliaments, of which the majority were headed by parliamentary speakers or vice speakers. Special committees, bilateral friendship groups and friendship associations took active part in parliamentary diplomatic activities. The number of bilateral friendship groups and associations of friendship increased from 46 to 78 during the Ninth NPC.
