All political parties and public organizations that support the CPPCC charter may sit on the National Committee, after deliberation and approval by the Standing Committee of the CPPCC National Committee. Individuals, invited by the Standing Committee of the National Committee, may also become members of the National Committee. Membership for local committees is handled by local committees at various levels in accordance with the above provisions.
All units and individuals joining the CPPCC National Committee and local committees are expected to abide by and fulfill the duties stipulated in the charter.
Local committees have an obligation to observe and carry out national decisions adopted by the National Committee, and lower level committees have an obligation to observe and carry out regional decisions adopted by higher-level committees.
