Auditor-General Li Jinhua delivered a report to the Standing Committee of the 10th National People's Congress on June 23. The report, which brought to light 1.4 billion yuan (US$170 million) of the 2003 budget that had been misused or wrongfully appropriated by 41 of 55 government offices, triggered a nationwide debate and concern over government efficiency and corruption.
