IPR protection has been incorporated as a national policy for the first time in China's 11th Five-Year Plan (2006-10). On March 27, 2006, the State Council issued the Outline of IPR Protection Action 2006-07. On September 13, 2006, China's Cultural Development Outline During the 11th Five-Year Plan was publicized, calling for the setting up of a national cultural IPR protection priority list.
