On May 3, in the Egyptian resort of Sharm El-Sheikh, a ministerial meeting of the International Compact with Iraq was held aimed at promoting peace and reconstruction in the war-ravaged country. Representatives from some 60 countries and 12 international and regional organizations attended the meeting.
Chinese Foreign Minister Yang Jiechi said at the meeting that China supports the international pact and believes that it would be conducive to the development and reconstruction of Iraq. To better implement the compact, Yang said, a four-point proposal could be put into play.
Firstly, efforts should be made to increase coordination and form synergies between Iraq, and the countries and agencies assisting Iraq. China supports the United Nations in continuing to play a leading role in this endeavor. The Iraqi Government should work together with the international community to shoulder its responsibility of safeguarding the national security of Iraq.
Second, restoration work should be done in a comprehensive and balanced manner. Efforts should be made to promote dialogue and reconciliation among Iraqi groups, accelerate economic and social reform, arrange the allocation of resources, and ensure access to basic social services, in keeping with human rights and the rule of law.
Thirdly, the international community should honor its commitment to assist in the reconstruction of Iraq, help Iraq develop its capacity for self-development, and enable the Iraqi people to benefit substantially from peace and development.
Fourthly, efforts should be made to strengthen supervision to ensure proper implementation of policies. The progress of Iraq's recovery and the levels of international assistance must be evaluated regularly, with due respect to the nation's sovereignty.
Yang said China fully supports the reconstruction process of Iraq and has provided as much assistance within its power as possible. The Chinese Government has offered a grant of 50 million yuan to Iraq this year and is ready to substantially reduce the latter's debts. China believes that the Iraqi people, supported by the international community, can make great progress and finally experience national reconciliation, peace, stability, and economic development, he stated.
