The poll by the London-based Economist Intelligence Unit says Asia's other major powerhouse, India, is in third place, just a whisker behind the United States.
Britain is in fourth place while Germany is in fifth place.
The survey indicates that the hunt for top research skills and talents as well as the attraction of large, fast-growing markets are encouraging more companies to invest in overseas R&D.
