A car runs through the Outer Ring Road Tunnel in Shanghai, east China, June 21, 2003. The 2,880-meter-long, eight-lane Outer Ring Tunnel or the 'Wai Huan Tunnel,' which runs under the Huangpu River, is Asia's longest submerged tunnel. Three thousand construction workers spent three and a half years to complete the project, which costs more than 10 billion yuan (US$1.2 billion). It was constructed to reduce traffic congestion in and around China's biggest city.
