Social security system was further improved. At the end of 2001, a total of 103.55 million staff and workers participated in the unemployment insurance program, and 3.12 million people received unemployment insurance allowances. Some 106.3 million employees and 33.46 million retirees participated in the basic pension insurance program, and 76.29 million employees and retirees participated in the basic medical insurance program. The "two guarantees" policy was implemented continuously. The basic living conditions of more than 90 percent of laid-off workers from State-owned enterprises were guaranteed and most of the retirees of enterprises received their basic pensions in full and in time. Some 97.8 percent of the pensions were delivered through social channels. A total of 11.23 million of urban residents, whose income was below the national standard of urban minimum income, received minimum living guarantee relief allowances. |
