The Central Committee of the Communist Party of China (CPC) has
pledged to push forward the efforts to build a harmonious socialist
society in the country.
This is one of the major points of the CPC Central Committee's
proposal for formulating the 2006-2010 national program for
economic and social development, which was released here
Tuesday.
To build a harmonious socialist society, efforts should be made
to further strengthen social construction and improve the social
management system, and improve the social management pattern under
which CPC committees play the leading role and the government takes
responsibility supported by social coordination and public
participation, it says.
The proposal urges efforts to expand employment, improve the
social security system, straighten out distribution, and develop
social undertakings, so as to well handle problems concerning the
interests of different groups and the fundamental interests of the
masses.
An active employment policy should be adopted, and the role of
the market should brought into full play.
A social security system fitting the nation's economic
development level should be established and improved, and greater
efforts should be made to protect the rights of women and children,
and develop handicapped welfare in a positive way, the proposal
says.
According to the document, it is important to readjust income
distribution in a proper way, enrich the spiritual and cultural
life of the people, and invest more in the health sector and
improve the public medical service system.
Efforts should be made to safeguard the people's life and
property, by adopting strict measures to prevent industrial
accidents in the coal-mining industry and other dangerous sectors,
to reduce traffic accidents, tighten disaster control, and
strengthen supervision over food, medicine and health conditions of
the catering sector.
