Major of Tianjin Municipality, Vice Secretary of the CPC Tianjin Municipal Committee
Huang Xingguo, ethnic Han and native of Xiangshan, Zhejiang Province, was born in October 1954. Huang undertook in-service postgraduate study with Tongji University and was awarded a Doctoral degree in management. He joined the Communist Party of China (CPC) in September 1973 and started work in November 1972.
