Participation in and Deliberation on the Administration of State Affairs

This is an important way for the CPPCC members to perform their duties by conducting research, conveying public opinion, and engaging in consultation and discussions regarding major issues in political, economic, cultural and social activities, environmental protection, and other issues of extensive public concern. Through research reports, proposals, and other means, they submit their opinions and suggestions to the CPC and the state organs.

This also helps the leading bodies of the Party and the government hear the comments and suggestions of the CPPCC's participating political parties, people's organizations, and representatives from various ethnic groups and sectors of society in order to improve their work.

The CPPCC members often select forward-looking topics of overriding importance and conduct in-depth research, engage in consultation, and offer suggestions. Their extensive contact with different sectors of society and reservoir of talent and expertise help them learn about and convey the wishes and aspirations of different social strata and different social groups.

参政议政

参政议政是对政治、经济、文化、社会生活和生态环境等方面的重要问题以及人民群众普遍关心的问题，开展调查研究，反映社情民意，进行协商讨论；通过调研报告、提案、建议案或其他形式，向中国共产党和国家机关提出意见和建议。参政议政是人民政协履行职能的重要形式，也是党政领导机关经常听取参加人民政协的各民主党派、人民团体和各族各界人士的意见和建议，切实做好工作的有效方式。

人民政协要选择经济社会发展中具有综合性、全局性、前瞻性的课题，深入调查研究，开展咨询论证，提出意见和建议；同时，要运用包容各界、联系广泛、人才聚集的有利条件，了解和反映社会不同阶层、不同群体的愿望和要求。
