Deputies to the People's Congresses
The deputies to the NPC and the local people's congresses are elected in line with relevant laws. They represent the interests and will of the people and participate in the exercise of state power based on the functions and powers accorded to them by the Constitution and the law. Deputies to the NPC make up the highest organ of state power, and deputies to the local people's congresses at all levels make up the local organs of state power at the respective levels.
The deputies to each NPC are elected to serve a term of five years, from the first annual session of the current NPC till the first annual session of the succeeding NPC. The suggestions, criticisms, and other views about various issues, put forward by the deputies to the NPC or its Standing Committee, will be conveyed by the administrative bodies of the Standing Committee to relevant departments and organizations to handle and make replies. The departments and organizations concerned must contact the NPC deputies to appraise their suggestions, criticisms, and views, provide explanations, and conduct research prior to offering prompt replies.
人大代表
全国人民代表大会和地方各级人民代表大会代表，代表人民的利益和意志，依照宪法和法律赋予本级人民代表大会的各项职权，参加行使国家权力。全国人民代表大会代表是最高国家权力机关组成人员，地方各级人民代表大会代表是地方各级国家权力机关组成人员。全国人民代表大会和地方各级人民代表大会代表依照法律规定选举产生。
全国人民代表大会代表每届任期五年，从每届全国人民代表大会举行第一次会议开始，到下届全国人民代表大会举行第一次会议为止。全国人民代表大会代表向全国人民代表大会或者全国人民代表大会常务委员会提出的对各方面工作的建议、批评和意见，由全国人民代表大会常务委员会办事机构交由有关机关、组织研究办理并负责答复。对全国人民代表大会代表提出的建议、批评和意见，有关机关、组织应当与代表联系沟通，充分听取意见，介绍有关情况，认真研究办理，及时予以答复。
