Passengers are seen at the railway station in Dazhou, southwest China's Sichuan Province, July 5, 2012. Rain storms since June 29 have killed 13 people and affected more than 4.6 million people in Sichuan Province. The country's flood control authority has initiated a level-four emergency response to cope with possible flooding. Working groups were dispatched to Sichuan to help coordinate flood relief efforts.
