China has established preliminary basic Internet administration and cyber information security systems, said Wang Chen, Minister of the Information Office of the State Council.
Discussing the development and administration of the Internet in China with members of the Standing Committee of the 11th National People's Congress, Wang said concrete measures had been taken to strengthen supervision of basic Internet resources, key components, and information content and services.
The first step was to standardize the administration of domain names, IP addresses, their registration and records, and connection services. Second was to establish entry and exit mechanisms for Internet information services, Wang said.
"We have implemented a series of management schemes for cyber information services related to ideological security and the public interest," he said. This included permit application and ratification, improving regular supervision, annual inspection and administrative penalties.
Second, China has set up a work mechanism where government departments cooperate to handle harmful information and prevent the penetration of harmful information into China from overseas.
The third move was to explore the real-name registration system. Forum moderators of major news websites and commercial websites are now required to use their real names. Moreover, netizens are no longer allowed to remain anonymous while posting views on current news on these websites.
"We are also experimenting on identity verification for users of websites' bulletin billboard services," Wang said.
Wang added that China has set up a preliminary cyber information security system suiting China's conditions. It is focused on security, development, administration and technologies that uphold the principles of "active defense and comprehensive prevention." |
