 Cai Jing

Cai Jing (1047-1126) was one of the powerful prime ministers and calligraphers in the Northern Song Dynasty (960—1127). He introduced the Huashigang policy, for officials to focus on offering precious gifts and tributes to the emperor. He also introduced reforms to the taxation laws on tea and salt trading. Cai's policies greatly ruined people's lives and led to corruption in the government. He was demoted after Qinzong of the Song Dynasty became the emperor, and he died on the way to southern China.
