Chen Xin gets off a bus on Tuesday in Shanghai with the help of her guide dog. A set of regulations on the protection of disabled persons took effect on April 1, 2014, in the city, which include allowing guide dogs to enter public places and board public transit. The municipality's dog breeders' administrative rules, released in 2011, had made such stipulations, but transport workers rejected guide dogs, being either unaware of the rules or concerned that the animals might cause problems.
