Early urban planning marked out southwest Zhanshan and Taiping Bay as villa districts. In late 1920s, people began to build roads and houses. At first, roads here were named Linyi Road, Lidao Road, Chengshan Road and so on. In 1929, they were named by passes of China, like Linyi Road was called Shaoguan Road. People call this area Eight Great Passes, but actually in a narrow sense it includes ten roads named by passes and Huiquan Road, Huanghai Road, while in a broad sense it also includes Taipingjiao Road (from no.1 to no. 6), Zhanshan Road(from no.1 to no. 5).

After Qingdao was liberated, the central authority set up Qingdao Reception Committee for holding meetings, and for leaders to rest and work in Qingdao.

Jiayuguan Road has many old buildings presently, such as No. 5 used to be Zhang Boxiang's villa, No. 4 was dormitory of Qingdao Xinmin Daily, No. 7 was Lin Xun's house, president of Qingdao tobacco company of Japan in North China, and No. 6 was the house of the deputy consul general of United States of American consulate general in Qingdao.
