Beijing bans tobacco advertising, smoking in public places

Beijing on Friday adopted an anti-smoking legislation, vowing to ban smoking at all indoor public places, workplaces and on public transport.

The draft regulation was passed at a meeting of the Standing Committee of Beijing Municipal People’s Congress. It is scheduled to become effective on June 1, 2015.

According to the bill, smoking is also prohibited in open-air spaces in schools, child welfare institutions, women and children's hospitals, fitness and sports venues, as well as cultural relic protection sites.

Tobacco advertisements will be banned from display outdoors, in public places and transports, as well as in media advertising. In addition, teachers will be forbidden from smoking in front of students in primary and secondary schools. Schools will be required to educate students on the ills of smoking. The regulation also bans the selling cigarettes to minors through vending machines and internet.

"We went through negotiations over the scope of the rule, and eventually decided it will be applied to all indoor public places, workplaces and public transport vehicles. The punishment would focus more on the operators and managers of these areas with a tobacco ban, instead of individuals," says Xiong Jinghua, from Beijing Municipal People's Congress.
