US blacklists deputy leader of IS affiliate in Saudi

The United States on Thursday designated Mubarak Mohammed A Alotaibi, deputy leader of the Islamic State's affiliate in Saudi Arabia, as global terrorist.

As a result of the move, U.S. persons are generally prohibited from engaging in transactions or dealings with Alotaibi, and all of his property and interests in property subject to U.S. jurisdiction is frozen.

"Today's action notifies the U.S. public and the international community that Alotaibi has committed, or poses a significant risk of committing, acts of terrorism," the State Department said in a statement.

Alotaibi, 31, was born in Saudi Arabia and is based in Syria.
