Hakodate sues Japan's central government, demanding suspension of nuclear power plant construction

Hakodate, a city in Japan's Hokkaido on Thursday sued the Japanese central government and Electric Power Development Co.(J-POWER), demanding that the construction of a nuclear power plant near the city be suspended, local media reported.

The proposed Oma plant, located on the northernmost tip of Japan's main island of Honshu, is about 23 km from Hakodate. It is designed to be the world's first nuclear plant equipped with plutonium-uranium mixed oxide fuel reactor (MOX), Kyodo News reported.

"This is going to be the world's first commercial full MOX reactor...If an accident occurs at the plant, the impact will be incomparable to that of an accident at a normal plant," Toshiki Kudo, mayor of the city told a press conference Thursday.

The plan to build the nuclear power plant was approved in 2008. But after a huge earthquake and tsunami caused serious damage to the Fukushima Daiichi nuclear power plant, the construction was suspended. But J-POWER, the operator of the plant, later resumed construction work in October 2012.

It is the first time for a local government in the country to file a lawsuit seeking suspension of a nuclear power plant. But Japanese Chief Cabinet Secretary Yoshihide Suga said the Oma plant was granted permission, suggesting that construction may continue. Endi
