KIGALI -- Rwanda on Wednesday welcomed the sentencing of Philippe Hategekimana, alias Biguma, a former deputy commander of the Gendarmerie -- now the Rwanda National Police -- for his role in the 1994 genocide against the Tutsi, particularly in the Southern Province.
