MANILA -- The Asian Development Bank (ADB) on Wednesday said it has approved a policy-based loan of 500 million U.S. dollars to provide the Philippines with quick access to financing in case of disasters triggered by natural hazards or health-related emergencies.

NEW DELHI -- At least 30 people were killed and 60 others injured during a stampede that took place early Wednesday at the ongoing mega Hindu festival, Maha Kumbh Mela, in India's northern state of Uttar Pradesh, officials said.
