World Bank approves 67.34 mln USD support package to upgrade Philippines' civil service

MANILA, March 22 (Xinhua) -- The World Bank on Saturday approved a 67.34-million-U.S. dollar support package to help boost the Philippines' civil service level.

The Philippines Civil Service Modernization Project will support establishing a Human Resources Management Information System (HRMIS) and payroll system to improve analytics for workforce planning, career development, succession planning, and training.

In addition, it promises to establish a human resource certification system to standardize and increase the competence of human resource management officers.

According to the bank, the new system will allow budgeting based on the number of staff rather than establishment positions, resulting in better cash management within the government.

"Strong public institutions are fundamental to achieving inclusive growth and development," said Zafer Mustafaoglu, World Bank country director for the Philippines, Malaysia, and Brunei Darussalam.

He added, "Global experience shows that countries with high-quality public administrations, including a merit-based civil service, raise more revenues, deliver better services, and create a more supportive environment for inclusive growth." Enditem
