AU Commission chief urges Africa to mobilize resources for AI development

KIGALI, April 3 (Xinhua) -- Mahamoud Ali Youssouf, chairperson of the African Union (AU) Commission, called for intensified efforts to mobilize resources and establish regulatory frameworks to advance the development of artificial intelligence (AI) in Africa.

Speaking at the inaugural Global AI Summit on Africa, which opened Thursday in the Rwandan capital of Kigali, Youssouf stressed the need for a structured approach to AI governance and investment across the continent.

"The African continent must move forward in adopting development policies, particularly regarding AI, with the resources available," he said.

The AU Commission chief outlined a two-phase roadmap, with the first phase of 2025-2026 focusing on governance structures and resource mobilization and the second phase of 2028-2030 dedicated to implementing AI-driven projects. A mid-term review is scheduled for 2027 to assess progress.

Rejecting claims that AI sovereignty in Africa is a myth, Youssouf stressed the importance of financing AI startups and harmonizing policies across countries.

He noted that partnerships are crucial for technology and knowledge transfer. He highlighted the African Development Bank's collaboration on AI literacy programs, including coding initiatives to equip Africa's youth with essential skills.

"Our youth must be able to develop AI startups, acquire the necessary skills, and build enterprises," Youssouf said, acknowledging the current AI skills gap, with Africa contributing only 2-3 percent of global AI talent.

With more than 1,000 participants from over 90 countries, the summit runs through Friday, serving as a platform for entrepreneurs, researchers, investors, and policymakers to position Africa as a key player in AI innovation.

Held under the theme "AI and Africa's Demographic Dividend: Reimagining Economic Opportunities for Africa's Workforce," the event attracts more than 100 African AI enterprises, and features an investment roundtable and a research colloquium aimed at fostering collaboration and attracting funding.
