China's top legislature will review drafts of the Law on Real
Right and Law on Bankruptcy for the second time at a session,
scheduled to run from October 22 to 27.
The draft of the Law on Offenses Against Public Order will be
submitted to the session for the first deliberation, according to
the agenda adopted at Friday's meeting of the chairman and vice
chairpersons of the Standing Committee of the 10th National
People's Congress (NPC), presided over by NPC Chairman Wu
Bangguo.
The draft of the Law on Real Right, as part of the draft of
civil law which had been first discussed in December 2002 at the
31st session of the 9th NPC, was listed in the working plan of
the10th NPC, said Hu Kangsheng, vice chairman of the NPC Law
Committee.
The top legislature decided to draft the Law on Offenses Against
Public Order based on the present Regulations Governing Offenses
Against Public Order to guaranty social security, said He Chunlin,
chairman of the NPC Committee for Internal and Judicial
Affairs.
Quite a few revisions have been made from the present
regulation, Hu said.
The draft law lists more offenses against public order,
increases punishment for institutions that violate public order and
improves procedures for imposing punishment, he added.
According to the agenda, the lawmakers will also review the
draft amendment to Electoral Law for the National People's Congress
and the Local People's Congresses and Organic Law of the Local
People's Congresses and Governments at Various Levels as well as
the draft of law on corporate bankruptcy for the second time.
Meanwhile, the draft amendment to the solid waste pollution
prevention law will be submitted to the legislature for the first
time.
The top legislators will hear and deliberate on the report made
by the Supreme People's Court and Supreme People's Procuratorate on
improving their grass roots organs and reports on the
implementation of Law on Compulsory Education and Trade Union
Law.
The State Council will also submit a report on paying interests
of a special treasury bond issued in 1998 at the session.
