The General Office of the
CPC Central Committee yesterday issued a notice calling for
full implementation of the supervision and admonishment rules
governing officials' honesty and 'clean handling' of their affairs,
which was jointly put together by the Central Commission for
Discipline Inspection and the Organization Department of the CPC
Central Committee.
According to the supervisory rules, CPC officials who fail to
strictly implement the political disciplines, carry out the Party's
various policies and decisions as well as those who are
inconsistent in their style of work or corrupt would be
admonished.
The rules show that 'admonishment talks' will be held with those
who have problems of various kinds which are prohibited by the
Central Commission for Disciplines Inspection and the Organization
Department of the CPC Central Committee.
Officials involved in 'admonishment talks' will be allowed to
explain themselves and those who are confirmed as having violated
the Party's disciplines will be punished. Under the rules the
offenders' explanation should be listened to carefully -- their
problems pointed out and ways in which they could be corrected
identified.
The move was aimed at strengthening the routine supervision and
education of CPC officials at various levels, the Notice
said.
Meanwhile, another new regulation was also issued by CPC Central
Committee on Sunday. According to the regulation CPC officials
above the county-level must report on their work performance in the
middle of their terms and a year prior to the end.
The work performance should include the learning of Deng
Xiaoping Theory, the thoughts of "
Three Represents" and the concept of scientific development and
CPC policies.
It should also include the progress they've made in undertaking
important tasks and building new leading groups. The evaluations
also have to outline problems and identify the corrective measures
being taken, the regulation states. The evaluations should also
seek out public opinion on the performance of the official's work
group.
The organizers should submit a summation of their work reports
to higher committees, the regulation states.
At all levels discipline inspection departments and personnel
must fortify their supervision and instruction of the reports to
their junior leading groups by hearing the reports and organizing
democratic evaluations, according to the regulation.
