Zhao Qizheng was born in Beijing in 1940. He graduated from the University of Science and Technology of China in 1963, majoring in nuclear physics. Zhao then worked as a researcher for 20 years. He has held several public offices since 1984, successively serving as a member of the Standing Committee of the Communist Party of China Shanghai Municipal Committee, director of the Organization Department of the CPC Shanghai Municipal Committee, vice mayor of Shanghai and director-general of the Management Committee of Shanghai Pudong New Area. From 1998 to 2005, he served as minister of the State Council Information Office of China. In 2002, he was elected a member of the 16th CPC Central Committee. In March 2008, he served as a member of the Standing Committee of the Chinese People’s Political Consultative Conference and director of the Foreign Affairs Committee of the CPPCC. Zhao also served as a spokesman for the Second Plenary Session of the 11th National Committee of the Chinese People's Political Consultative Conference. In November 2005, he was appointed dean of the School of Journalism and Communication at Renmin University.
