The four were detained for dereliction of duty. The mall's legal representative surnamed Sun and one manager were put under house arrest, Song Hongfeng, head of the Changchun municipal fire brigade, said Thursday.

"The electricians failed to remove the safety hazards and the security guards left their post and failed to notice the fire until being alerted by a long-distance surveillance system," Song said.
