The Communist Party of China (CPC) Central Committee proposed guidelines for formulating a key plan for China's development in the next five years, underlying maintaining long-term prosperity and stability in Hong Kong and Macao.
The full text of the Communist Party of China (CPC) Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015), was acquired by Xinhua Wednesday. The proposal was adopted at the Fifth Plenum of the 17th CPC Central Committee, which concluded nine days ago.
The CPC Central Committee stressed firm implementation of the policies of "one country, two systems", "Hong Kong people governing Hong Kong" and "Macao people governing Macao" as well as a high degree of autonomy of the two special administrative regions.
The basic laws of the two special administrative regions should be strictly observed and all-out efforts should be made to support the chief executives and governments of the two regions, according to the proposal.
It also stressed enhanced exchanges between the Chinese mainland, Hong Kong and Macao, and deepen cooperation between Guangdong Province, Hong Kong and Macao to promote regional economic development.
Efforts should be made to push for peaceful development across the Taiwan Strait and peaceful reunification of the motherland, the proposal said.
It also urged efforts to consolidate the basis for development of cross-Strait ties and to promote exchanges and communication between the Chinese mainland and Taiwan.
Cross-Strait economic cooperation should be deepened, and exchanges in culture and education should be strengthened, it said.
The proposal said the Chinese mainland would protect the legitimate rights of Taiwan compatriots.
Moreover, China would make joint efforts with other countries to build a harmonious world that enjoyed long-lasting peace and common prosperity, the proposal said.
