A Chinese vice minister of civil affairs said Wednesday that the country would promote "charity culture" and improve laws and regulations to support philanthropy.
Dou Yupei told Xinhua in an interview that efforts should be made to promote charity legislation, cultivate philanthropic organizations, regulate charity acts, boost charity organizations' transparency and credibility and train high-caliber charity workers.
"Operation of donation workstations, 'charity supermarkets' and donation websites should be further improved and a platform should be built so the public can participate in charity activities more easily," he said.
Dou said the rules on the use of welfare lottery funds should be revised over the next five years so that the funds can better help the poor.
