Hong Kong to start nomination of Chief Executive election

The nomination period for Hong Kong's Chief Executive election will run from Feb. 14 to 29, the city's government said in a statement Friday.

The Electoral Affairs Commission said notices on the nomination and the appointment of the Returning Officer for the fourth term Chief Executive Election were gazetted in the day.

A Hong Kong permanent resident who is a Chinese citizen, with no right of abode in any foreign country, has reached 40 years of age and has ordinarily resided in Hong Kong for a continuous period of at least 20 years, is qualified to be nominated as a candidate.

A candidate's nomination must be subscribed by at least 150 members of the 1,200-strong Election Committee.

An election will be held on March 25, 2012 to select new Chief Executive of Hong Kong. The incumbent Chief Executive Donald Tsang is barred from seeking a third term. According to Hong Kong's Basic Law, the term of office of the city's Chief Executive shall be five years. He or she may serve for not more than two consecutive terms.

Also in the day, Hong Kong's anti-graft watchdog ICAC said it has produced an information booklet on the Elections Ordinance and started approaching candidates and their campaign offices to arrange briefings, as part of the clean election campaign for the Chief Executive election.

Featuring major provisions of the ordinance, the booklet alerts candidates, election helpers and all Election Committee members to the legal requirements in election activities, including nomination, electioneering, voting and administration of election expenses and donations, according to ICAC.

With the assistance of the Registration & Electoral Office, the booklet will be distributed to candidates when they submit their nomination forms, and mailed to all Election Committee members together with poll cards. Copies of the information booklet will also be sent to the campaign offices of candidates upon request.
