Public recruitment procedures for the presidents of two of China's government-financed universities are about to conclude, the Ministry of Education (MOE) announced on Sunday.
The ministry has posted a list on its website of potential presidents for Northeast Normal University (NENU) in Jilin Province and the Chengdu-based Southwest University of Finance and Economics (SWUFE), inviting the public to comment on the nominees.
If no effective objections are submitted, Liu Yichun, current vice president of NENU, and Zhang Zongyi, current vice president of Chongqing University, will be appointed president of NENU and SWUFE, respectively, according to a statement from the ministry.
The ministry has also published a list of nominees for chief accountant positions at six other universities directly administrated by the ministry.
The selection marks the first time for Chinese university presidents and chief accountants to be selected through a public recruiting procedure.
The leaders of Chinese public universities are generally given administrative grades as government officials. The presidents of universities under the MOE's administration are selected and appointed by the ministry or the Organization Department of the Communist Party of China (CPC) Central Committee.
The public recruiting procedure differs from the previous selection method by including open applications, professional assessments, interviews and public opinion polls, the ministry's statement said.
For the professional assessment, a 24-member panel consisting of educational officials, peer leaders from other universities and representatives of the universities' faculty, students and alumni was formed, the statement said.
A supervisory team made up of disciplinary officials from the MOE and the universities was also formed to ensure fair play in the selection process.
The eight universities posted recruitment notices on the MOE's website in December 2011, searching for possible presidents and chief accountants from both China and abroad.
Although the notices said the posts were open to people from all over the world, they specified that applicants should be Chinese citizens without permanent residential rights in foreign countries.
