CPC cherishes Party banner, amended constitution

The Communist Party of China (CPC) can only sustain its level of vitality by appreciating its past, and its banner can only be made anew by acknowledging the changing of the times, Xinhua News Agency said in a Chinese –language editorial on November 22.

According to the Xinhua editorial, 2,307 CPC delegates ratified the amended Constitution of the CPC by raising their hands at the Great Hall of the People in Beijing, on Nov. 14, 2012.

The beginnings of the CPC were started with Marxism, which generated awareness for China's working class; next came Mao Zedong Thought, which incorporates Marxism into China's unique cultural heritage; then came Deng Xiaoping Theory, which opened China to international markets, and the important thought of the "Three Represents", which maintains China’s unique socialist characteristics while operating in a sophisticated world environment. The recent constitutional amendments added a consensus on the Scientific Outlook on Development that places ecological progress as a key component in the country’s future path to development.

The National Museum of China has on display different copies of the Party Constitution that have been amended in the years following the foundation of the CPC in 1921, and each shows how the Party’s governing theories and principles have innovated to meet new social, economic and political environments.

The Party passed a guiding principle at its first National Congress, and the second saw the birth of the first Party Constitution. Mao Zedong Thought was established by the 7th National Congress of the CPC, and the comprehensive construction of a socialist society was put forward at the 8th. With a major amendment to the Party Constitution adopted at the 12th National Congress in 1982, the reform and opening-up process came into full stride in China. The most recent amendment to the Party Constitution at the 18th National Congress of CPC represents China’s capacity to further change with the times.

The latest amendments are in line with the views of Party members and organizations. The Political Bureau of the 17th CPC Central Committee made prudent decisions in making the amendments, setting up a work group led by Xi Jinping who was recently elected Party chief at the 18th CPC National Congress.

According to the Xinhua editorial, the CPC Central Committee said an amendment to push forward theoretical innovation was reached after comprehensive consideration. The amendment outlines socialistic constructions of the economy, politics, culture, society, ecology as well as Party integrity.

The Party will continue to pursue the guidelines set forth in the 12th Five-Year Plan (2011-15) by strictly following the socialist road with Chinese characteristics. It will also examine its internal construction by implementing scientific thought and fight corruption.

The CPC Central Committee had scrutinized 121 proposals containing 1,490 ideas and suggestions concerning the amendment of the Party Constitution before accepting 119 items.

On Sep. 4, 4,000 representatives of the 17th CPC National Congress and newly elected delegates to the 18th CPC National Congress joined in discussion of the draft amendments.

On Sep. 27, the Standing Committee of the Political Bureau of the 17th CPC Central Committee held a meeting to review and discuss the modifications to the Party Constitution.

On Nov. 1, Xi introduced the draft amendments at the 7th Plenary Session of the 17th CPC Central Committee. The amended Party Constitution was passed at the meeting and was ready for the approval of the 18th CPC National Congress.

From Nov. 8 to Nov. 14, the delegates of the 18th CPC National Congress joined in discussion on the drafted amendments and gave their opinions.

The final version of the amended Party Constitution was eventually modified with 30 alterations. Over 90 years have passed since the founding of the CPC, and amendments to the Party Constitution will continue.
