China eyes more rural development in 2013

This year's central Rural Work Conference has concluded with a plan to try to improve income growth for farmers and foster new types of agricultural businesses in the coming year.

The meeting has concluded with a goal of at least maintaining the rate of income growth for farmers as incomes for people living in urban areas.

Xie Yaxuan is a financial analyst with China Merchant Securities.

"Three steps must be taken to improve farmers' income. One is to ensure farmers' rights to benefit from the transfer of their land ownership. What is more, the government needs to create more job opportunities for farmers. Last but not least, we need to avoid the fierce fluctuation of food prices so as to safeguard farmers' interests."

The government is promising more investment in areas such as family farms.

The authorities are also encouraging more corporate investment in agriculture.

China's grain output is up 3.2 percent this year.

This marks the 9th consecutive year of growth in grain output.
