Xu Shaoshi, head of National Development and Reform Commission (NDRC), delivered a report on the country's urbanization construction work on Wednesday, The Beijing News reported.
It was the first time China clearly put forward specific urbanization methods for different types of cities.
According to the report, about 25.05 million rural residents registered their households in cities and towns from 2010 to 2012.
It also pointed out that the requirements for household registration in big cities should be reasonable, and reasonable housing needs for permanent residents in cities and towns should be guaranteed.
The idea of urbanization was first officially put forward on the fifth plenary session of the 15th Central Committee of the Communist Party of China in October 2000.
Last December, the Central Economic Working Conference urged for the safe and positive promotion of urbanization, and the improvement of the quality of urbanization.
