A charity website operator has been arrested for fraud, rape and forced prostitution of underage girls.

Wang Jie, 35, raised funds for poverty-stricken rural students, but he reportedly misused them and forced girls under the age of 14 to have sex with him and other men in return for the grants, China Youth Daily reported.

On Monday, he was arrested on suspicion of rape by police in his hometown of Longlin County, Baise City, south China’s Guangxi Zhuang Autonomous Region, the paper reported.

Wang, who was a former primary school teacher, opened a fund-raising website for rural students in March 2006.

But Guangxi Television reported that the “Good Samaritan” was actually a demon in disguise. In a program aired on August 13, Wang claimed to have received 7.27 million yuan (US$1.14 million) from donors and helped nearly 4,000 children.

The website does not have a public account as it was not registered with the civil affairs authority. All the donation went into Wang’s personal bank account. But he insisted that every penny was spent on students.

Legally, only registered charity groups are allowed to raise funds, making Wang’s website illegal. Even individuals are banned from raising cash for charity.

Meanwhile, some students accused him of siphoning off their money. A girl, nicknamed Xiao Juan, was shown on the website to have received 5,000 yuan. But she said she did not get a penny, the TV report said.

“A man from Nanjing donated 5,000 yuan to me. But Wang said he would only give me 4,000 yuan. He didn’t explain why.

“My classmate told me Wang usually keeps 20 percent,” Xiao Juan said, adding that till date she had not even received the 4,000 yuan.

Guangxi TV nailed Wang in a sting operation where he admitted to embezzling funds and revealed other ugly details. He boasted he had sex with the girls who were too poor to pay for their studies before he released funds for them.

He even showed off his sex videos and introduced every girl on the screen, including one who was raped at the age of 12.

Guangxi TV managed to dig out the girl, nicknamed Mei Zi, who was now 18.

She said Wang visited her poverty-stricken home six years ago and asked her to come with him to downtown to receive the grants. Instead, he raped her in a shabby hotel, Mei Zi said.

Wang recorded the encounter to blackmail her and continued to rape her at other times. She got pregnant and was forced to abort the baby.

“Wang not only cheated on funds but also raped many girls,” Mei Zi said. “He boasted that he had sex with three girls at the same time, including a 12-year-old. He also raped girls on the hills.”

Mei Zi said Wang had sex videos of more than 10 students, which he posted on porn website.

“He told me to find girls, aged 14 and 15, especially pretty virgins. He said he would pay me 10,000 yuan for each of them,” Mei Zi told reporters.

“He even eyed my younger sister. He said a Shenzhen man surnamed Zhang saw my sister’s picture on his website. And he showed Zhang his videos with me,” she said.

“He even claimed that many people had seen the videos. I really want to kill him,” she added.

Another girl, also nicknamed Xiao Juan, also told the reporters about Wang’s deeds.

Wang asked her to be the mistress of a man during summer and winter vacations. In return, she would be paid 30,000 yuan per year.

She refused which infuriated Wang, Xiao Juan said.

Wang bragged in the undercover report.

“Look at my phone. Here is a boss. I introduced him to a junior school student,” he said. “Money makes the mare go.”
