To promote the reform and innovation in the Hengqin Area of the China (Guangdong) Pilot Free Trade Zone, the Zhuhai Public Security Bureau has issued 12 measures, covering administrative examination and approval, policing mechanisms, risk prevention and management and so on. Notably, the innovation measure for foreign high-level talents to stay in Hengqin has become a highlight.

According to the measure, the foreign high-level talents, together with their family members, can apply for the two- to five-year visas in Zhuhai.

"In the past, foreign high-level talents can only apply for one-year visas or residence certificates. Now, the time limit has been extended to two to five years," noted an official from the Zhuhai Public Security Bureau. In addition, the foreign high-level talent classification management and priority services for certification application will be gradually introduced.

Foreign high-level talents who are covered by the new policy include those from the national plan 'the Recruitment Program of Global Experts', experts with an R visa, Guangdong Province's' leading foreign talents' and 'leading young foreign experts', the national or provincial academic and research leaders, senior executives from Global 500 companies or regional headquarters, investors who have a direct investment of more than two million U.S. dollars and senior executives from companies which invest more than three million U.S. dollars.
