The Silk Road Economic Belt and the 21st-Century Maritime Silk Road (Belt and Road) constitute a path of mutually beneficial cooperation for countries along their routes to achieve common development and prosperity as well as a path toward peace and friendship by enhancing their mutual understanding and trust and increasing all-round exchanges. The Belt and Road Initiative, which incorporates the spirit of the ancient Silk Road--openness, inclusiveness and pluralism--with new features of the times, references historical experiences, complies with current needs and is future-oriented. The development of the Belt and Road upholds the principles of peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit. It aims to promote practical cooperation in all fields and strives to build a community of shared interests, destiny and responsibility featuring mutual political trust, economic integration and cultural inclusiveness, which provides new and significant opportunities for participating countries in pursuit of common development and shared prosperity.
The Belt and Road Initiative focuses on policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds, representing an ambitious economic vision for the opening up of and cooperation of countries along their routes. As the main undertakers of economic activity, enterprises will play a principal role in building the Belt and Road. In addition to government consensuses, enterprises in participating countries and involved agencies need to strengthen practical cooperation, share development opportunities, and promote joint development in energy, infrastructure, finance, culture and other fields. Hence, we recommend enterprises in countries along the Belt and Road routes to:
--Support and actively partake in the Belt and Road Initiative by promoting the Initiative's alignment with economic and cultural construction in related regions and sub-regions; participating in international production capacity cooperation; and playing a mainstay and leading role in expanding collaboration between China and other Belt and Road countries in the fields of investment, trade, science and technology, culture, etc.
--Energetically increase energy-related investment and cooperation by making concerted efforts in the exploitation of hydropower, nuclear power, wind power, solar power, clean coal-fired power generation as well as oil and gas resources; advancing cooperation in technology, equipment and engineering services for the deep processing of energy and resources; and creating an integrated industrial train that encompasses the whole process of energy and resource cooperation.
--Vigorously promote infrastructure interconnectivity by increasing investment in the construction of transportation facilities, oil and gas pipelines, telecommunication networks, and cross-border power grids; and developing an energy Internet to meet global power needs in clean and eco-friendly means.
--Deepen financial cooperation by stepping up investment and fundraising collaboration among bilateral and multilateral development financial institutions that are open in nature (such as the Asian Infrastructure Investment Bank, Silk Road Fund and New Development Bank BRICS), policy lenders and commercial banks; increasing the volume of cross-border renminbi receipts and payment; and supporting and maintaining multilateral financial stability.
--Strengthen cooperation relevant to the culture industry and trade in cultural products by giving prominence to mutual cultural recognition in jointly building the Belt and Road; establishing global investment and fundraising platforms for the culture, idea and tourism industries; taking part in cultural trade-themed forums and expositions at home and abroad; introducing internationally advanced operational ideas and techniques; and developing more new business formats of the culture industry.
--Innovate modes for business cooperation by further exploring new approaches to transnational investment and trade including the Internet Plus strategy, cross-border e-commerce as well as the integration of commerce, industry and finance; and achieving mutually beneficial cooperation and deep integration of traditional and new business formats.
--Maintain a sound public reputation in regions along Belt and Road routes by engaging in honest business conduct and fair competition, abiding by the laws and regulations of the countries in which they operate, respecting local cultural traditions and customs, acting in a socially responsible manner, and contributing to regional social and economic development.
