Pan Qinglin, a member of the Chinese People's Political Consultative Conference (CPPCC), said in Beijing on Friday the central government should pay close attention to problems caused by Africans illegally entering China.
In one of his proposals to the country's top political advisory body this year, Pan said China needed to work out solutions to deal with the foreign immigrants from Africa who enter illegally and continue to live and work in the country.
"Some of them were in the past, are now and will continue to cause serious social problems," he said.
China hasn't placed many harsh restrictions on "African brothers" from many countries in the region due to a policy of showcasing the longstanding friendship between China and Africa. However, some individuals have taken advantage of this to cheat China's immigration officers and enter the country to live as illegals, Pan said.
"Most of them are in Guangzhou, Guangdong Province," he said.
Pan said such illegal foreign immigrants often sought to gain control of certain street territories and engaged in the drug dealing, sexual harassment and mob fights, which endangered the local social order.
He said China should strengthen its laws and regulations, and swiftly check on the residential areas in Guangzhou where such immigrants tend to congregate, and take steps to reinforce the security measures in Guangzhou and rim cities. "Police forces should crack down on African mobs, and media should ensure they report the truth about any incidents to warn locals of the dark side of some of the foreign immigrants".
He said measures should be adopted through joint action by the country’s immigration offices, customs, the police and civil administration, and labor administrative department to deport illegal immigrants. The measures should include freezing their bank accounts and canceling the local residential right of Chinese citizens who married such immigrants.
