Beijing introduced 18 measures on Tuesday to give specific support to medical institutions run by private investors.
The new policies will support private hospitals in terms of access, fiscal input, multi-site practice for doctors and land usage. This will help integrate medical resources and better meet the needs of the general public.
Data shows that Beijing is home to 4,445 private medical institutions as of the end of 2016, accounting for 42.3 percent of the total, an increase of 13 percentage points year on year.
The new policy aims at encouraging the establishment of private medical institutions in areas which have poor access to medical resources and expertise. Authorities will provide guidance on medical site selection based on resource distribution and social needs. The government will also give green light to chain operation of private hospitals and support emerging types such as “Internet Plus Healthcare” and “Insurance Plus Medical Service”.
As to land usage, the city will hold some space for private medical institutions. Meanwhile, areas with poor medical resources can use the buildings and land that have been cleared in the drive of removing the city’s non-capital functions.
At the same time, the city will improve the registration and approval procedures for private medical institutions, including the establishment of an information-sharing mechanism among different government departments, which will save the time in registration.
The new policy also covers the reduction of taxes and fees for nonprofit hospitals run by private investors.
