Preparatory work for CPPCC plenary meeting

Preliminary work has been completed ahead of proposals of the third plenary session. This year, a new Internet system has been in place to manage proposals.

The proposal offices of the CPPCC have officially opened. New facilities have been offered this year to deal with questions and difficulties.

Unlike previous years, a new Internet system has been in operation, which deals with submitting and examining proposals, as well as searches and replies.

Liu Xiaobing, deputy director of CPPCC Proposal Office, said, "This is environmentally friendly. It saves large quantities of paper and also enhances effectiveness.

As in previous years, the first pages of proposals may be subject to change.

Liu said, "This year, CPPCC representatives must fill in their opinion after agreeing to publish the proposal in public. It allows the proposals to be examined by the public as well as reinforcing social influence. Secondly, in addition to the normal procedures, this year, examiners must also state whether the proposal is confidential, or an important proposal. The examining process is very strict."

Staff have categorized the submitted proposals into economic construction, education, science, culture, health, law and social welfare.

As of February 20th, among the nearly 6,000 submitted proposals last year, nearly 5,200 had been dealt with.
