File photo shows local residents of minority ethnic groups from Awat Village learn the Electoral Law during the 7th election of Township (Town) People's Congress of Xinjiang Uygur Autonomous Region in Karquga Township, Yuli County, northwest China's Xinjiang Uygur Autonomous Region, Nov. 9, 1998. It then underwent four minor amendments. The electoral system is the foot stone of democracy, and the principle of equality is a prerequisite to guarantee people's democratic rights. The amendments of electoral law can be seen as records of the development of democracy in China.
