Wang Feng, vice minister of the State Commission Office for Public Sector Reform (SCOPSR), held a press conference during the First Session of the 12th National People’s Congress (NPC) on March 11, 2013.

Wang took questions on institutional reform and transformation of responsibilities of the State Council.

Private capital to break railway monopoly
The introduction of private capital in railway construction and operations will help break monopoly in the industry. China plans to dismantle the Ministry of Railways into administrative and commercial arms to reduce bureaucracy and improve railway service efficiency.
