Ma Huateng, deputy to the National People's Congress (NPC) and chairman of Tencent Holdings, spoke at a press conference on March 3, 2016 of the five suggestions he intends to raise at this year's annual NPC session.

"Internet plus" remains his focus. Last spring, Ma and other prominent Chinese Internet entrepreneurs proposed elevating "Internet plus" to a national-level action plan. "Soon after, we were amazed to hear the term mentioned that year in the government report delivered by Premier Li Keqiang," Ma said.

Since then, all walks of life, especially the service industry, have embraced "Internet plus." In 2015, Tencent actualized this proposal by cooperating with several local governments on a pilot "Internet plus traditional industries" model, in such fields as public service, traffic, and healthcare, according to Ma. He believes that, under the principle of innovative development as stressed in the 13th Five-year Plan, the year 2016 will see deepened reforms to the public service sector. For instance, Tencent is soon to work with local tax administrative organs towards the issuing of electronic invoices. "Public service is expected to be far more efficient by virtue of innovation and practices," Ma said.

Sharing economy is another of Ma's hot proposals this year. "Based on the strategy of 'mass entrepreneurship and innovation', now is the right time to make use of available social resources and potential productivities through an efficient mobile Internet platform. This will help to solve existing traffic, housing, and parking problems, to name a few," Ma said. "For example, there is often contention over the current traffic management system. More innovation is required in this regard," he added. Ma believes that the Internet has the ability to make improvements not only in the domain of traffic, but all facets of society.
