Yang Chao, a member of the Chinese People's Political Consultative Conference (CPPCC) and former chairman of China Life Insurance Company, said he has been surveying medical system reform in several provinces since the Spring Festival. He is in Beijing for the annual meeting of China's top political advisory body, which will run through until March 13.
"Medical insurance is a huge program that benefits all citizens," Yang said. "However, temporarily it cannot cover everyone. Therefore, commercial insurance can be a useful complement.
Taking new rural cooperative medical systems as an example, the advisor said that though it covered all the common diseases, there are still diseases that require farmers to pay more than 50 percent of the medical fees, which is a big burden for farmers.
Yang proposed that governments of different levels should encourage farmers and township workers to get commercial insurance as a supplement.
"The commercial insurers are also willing to participate," he added. "Although they cannot make big profits from them, and may even lose money, they can learn the real situations of insurance applicants and win their trust."
