China's Stance and Role in Fighting Terrorism

 

China actively supports and participates in the international anti-terrorist cooperation, proposing that the anti-terrorist actions should be directed to clear targets and focused on eradicating roots of terrorism and the crackdown on terrorists at the same time. It opposes to the use of double standards in anti-terrorist operations and is antagonistic to linking anti-terrorist campaign with any specific nation and religion, receiving commendations from the international community.

Concerning hot spot issues, China advocates the harmony among all countries in the world and stands for peaceful settlement of disputes through negotiations on equal footing. China has always maintained that the UN and its Security Council should fully play its role in keeping peace and security. It advocates a new security concept based on mutual trust and benefit, equality and collaboration. It calls for the confidence-building among countries through dialogue and the pursuance of common security through cooperation. Out of the consideration of the stability of the region and the world, China sticks to a political solution of the Iraqi issue within the UN framework. During the time when China took the rotating presidency of the Security Council, the Security Council unanimously approved the Resolution 1441, maintaining the authority of the UN. Playing a positive role in pushing the peace process in the Middle East, China has sent a special envoy to the region, which won overwhelming applauses of countries in the region and the whole international community.

At the UN ministerial conference on anti-terrorism held on January 20, 2003, then Chinese Foreign Minister Tang Jiaxuan pointed out that although more than a year had passed since the September 11 terrorist attacks, the tragedy afflicted on the humanity had not come to an end. He said, all terrorist attacks after September 11, 2001, from the Bali explosion in Indonesia, the hostage taking in Moscow to the Mombassa bombing in Kenya, gave people a deeper understanding of the harm done by terrorism and a new realization of the threat to the security of mankind, pressing them to intensify cooperation in the combat against terrorism.

China is one of the victims of terrorism. The "East Turkistan¡± terrorist forces, having links with the Al Qaeda terrorist networks, created a number of terrorist activities in China's Xinjiang Uygur Autonomous Region and Central Asia, severely threatening the peace and security of the region. With the exposure of crimes committed by the "East Turkistan" terrorist forces, more and more countries have recognized the nature of them and have offered more and more understanding and support to China's crackdown operations. In September 2002, the UN Security Council added the "East Turkistan Islamic Movement" to the list of terrorist organizations, showing that the "East Turkistan" terrorist forces had been spurned by all the people of the world. The Chinese Government is willing to join hands with all parties and effectively suppress the "East Turkistan" terrorist forces, so as to ensure a peaceful and stable life of Chinese people of all ethnic groups and maintain the peace and stability of the region.
